History:
Tom was a lighthouse keeper and swam a lot near the lighthouse impressing Queen Atlanna. And they soon gave birth to Orin. Being a half-human, and half Atlantean he was chosen to live with his father Tom in Mercy Reef in the human world. And remained unaware of his Atlantean heritage. He was renamed Arthur so no one would figure out he was a lost heir to Atlantis. He grew up there having a somewhat normal life besides learning and developing his abilities. He eventually went to the University of Miami to study marine biology. Eventually, he left feeling he could help the ocean more with his powers and became a vigilante of sorts.
AC appeared in Crater Lake one day to save Lois from drowning beating Clark there with his speed surprising Clark. He introduced himself as his nickname AC as not many people called him Arthur. Lois and AC had an immediate attraction which Clark was jealous of. But he was really there to sabotage Luthor Corp's Leviathan project. Clark did some digging and warned Lois about him who told him to buzz off as she could take care of herself. Clark stopped him from sabotaging the project and it got them into a fight where AC revealed what was really going on with the project. They tried to convince Lex to dismantle the project but her refused. AC went alone planning to destroy it but was tranquilized and captured. Lex called him a terrorist and tortured him before leaving him restrained and going to launch his project. Clark showed up and saved AC turning on the sprinklers which rejuvenated AC's body and his powers. AC Broke out and together they destroyed the project for good humiliating Lex and Luthor Corp in the process. Clark warned AC to be careful but AC reminded him that the world was 3/4 water and he could hide if he needed to. He wanted Clark to team up with him but Clark wasn't ready to leave town yet. AC said a reluctant goodbye to Lois as they parted as friends as he left town.
AC returned to Smallville having joined Oliver's team with the other heroes Bart Allen/Impulse and Victor Stone/Cyborg. They formed the Justice League and Clark and Chloe teamed up with them gaining the nicknames of Boy Scout and Watchtower. They managed to dismantle 33.1. AC left with the team to dismantle other 33.1 facilities outside of Smallville but promised to stay in touch with Clark if they should need his help. or if he needed theirs. one day he woke up in another world and found himself in the middle of a war. He joined the rebellion army and found himself attracted to an archer but wasn't sure what to do. He'd only dated women before and was easy to flirt with them. It was harder to know what to say to guys so he found himself tongued around him and just found himself mostly staring at him. H hoped to eventually find a way to ask him out or at least know if he was single and help fight in this war.

Underwater Breathing: Arthur can breathe underwater.
Telepathy: Arthur is aware of just about anything that occurs underwater. He can mentally communicate with any marine underwater creature. He also has limited sonar abilities.
Swimming at super speed: Arthur can move faster than the sound barrier while underwater and while in speed mode underwater, everything around him underwater moves extremely slow or is frozen. It is documented by Marionette Ventures that he can swim up to 100 mph. (Aqua, Justice, Patriot,)
Super stamina: Arthur can swim vast distances, exercise and even fight underwater for prolonged periods of time without getting tired.
Hydrokinesis: While underwater, Arthur can manipulate water with his mind. Through this ability, he can create a ball of hard water. He also has the ability to propel himself through the water into the air to invade a fortress.
Super strength: When Arthur is exposed to water, that part of him is superhuman. (Odyssey and Patriot) When submerged underwater, Arthur is at least somewhat stronger than Clark. He is also somewhat stronger than humans while
not exposed to water, however being dehydrated severely weakens him.
Super durability: Arthur, either while exposed to water or while submerged in water, becomes highly resistant to damage, as well as can maintain consciousness and operate in very cold waters. He was even able to easily withstand
a double punch from Clark when the two fought underwater. (Aqua, Patriot)
Super leap: While not on par with Clark Kent, he has proven capable of performing standing high jumps (both on land and from water) and was able to jump for the ocean to the metahuman holding facilities with ease as well as jump through the ice. (Odyssey, Patriot)
