Reason of Choice(Why did you pick this character?): to have a vilain in the hero army.

History:
Oroku Saki was a warrior centuries ago who made a deal with a demon for power and in the end, was destroyed. Ch'rell came to Earth escaping his people after being defeated. And he built himself a new body based off the legends of Oroku Saki/Shredder and called himself that. He took in Karai as his adopted daughter as her birth parents abandoned her. He formed the Foot clan and began to take over New York. But he was stopped many times by the Ninja Turtles, Casey, April, and Splinter. With the occasional allies helping out when they could.
He fought them for years on and off and was presumably killed many times only to return stronger. His henchmen didn't always fare very well. Baxter Stockman was punished for his failures eventually becoming a cybborg. And Hun was turned into a turtle by accident. Karai and Hun eventually betrayed him and teamed up with the turtles and two other teams of turtles as well as April, Splinter, Shredder, and Krang from the 1987 universe. They were able to stop Shredder from destroying all ninja turtles across the multiverse and their realities. Afterward, everyone returned to their own dimemsions. Shredder woke up in another world and learning of the war decided to join the rebellion. He would bow to no one certainly not this king loki. perhaps once this war was over he could take over this world for himself. But first he had to gain the rebellion's trust.
